We're more than familiar with all three factions. The standards and objectives of the Marines naturally put them at odds with the pirate crews of the world, thus requiring an intermediary to keep chaos in balance. The solution? The World Government offers a universal pardon to seven of the most powerful pirates to ever grace the seas, in exchange for their assistance and cooperation in quelling others. That's the balance of the One Piece universe... or at least, it was.
In the wake of Crocodile and Donquixote Doflamingo's betrayals, the World Government abolished the warlord system in favor of the Seraphim project — as a result, the remaining warlords reverted to their criminal status. These characters have remained linchpins of the One Piece narrative despite losing their titles, but it's their previous notoriety that serves as the backdrop for the trading card game's next set.
